Sources that are not yet live are marked clearly and are never treated as active. This page is generated from the same file the forecast is built from, so it cannot drift from what the engine actually reads: /data/v1/sources.json.
A source is listed as active only once a run has actually read it. Planned sources stay on this page, marked not yet active, rather than being hidden until they work: what is missing is part of the provenance.
