How to use a forecast in an actual decision

A forecast is an input to a decision, not the decision. Four ways to use one and three ways businesses reliably misuse them.

What a forecast is for

Weighting. It changes how much a business should invest in one kind of work relative to another, given uncertainty about which will pay off. It does not tell anyone what to do, because it does not know anything about their situation.

Four legitimate uses

Sequencing work that was going to happen anyway. If conditions are moving one way, do the thing that benefits from it first. The forecast changes the order rather than the list, which is the lowest-risk way to act on uncertain information.

Deciding how much to commit. A high-confidence directional read justifies more commitment than a low-confidence one. This is the entire purpose of the label.

Setting a review date. A forecast implies when you should look again. Conditions moving slowly justify a longer interval.

Explaining a result you already have. Frequently the most valuable use: a decline that matches a category-wide condition is a different problem from one that does not, and knowing which prevents an expensive misdiagnosis.

Three reliable misuses

Treating a directional statement as a schedule. Direction is far more tractable than timing. A change clearly coming may arrive in six weeks or eighteen months.

Abandoning durable work because conditions are shifting. The fundamentals that make a business retrievable, clearly described and independently supported pay off under every condition. A forecast should not move those.

Using it as an argument. A forecast quoted to justify a decision already made is not being used as information, and it is the most common way any of this ends up in a proposal.

The question to ask before acting

What would I do differently if this forecast were wrong? If the answer is nothing, the forecast is not informing the decision and can be ignored. If the answer is substantial, that is a reason to check its confidence label before committing.
